Capacity building on JI for promoting Energy Efficiency and Renewable Energy Projects in Ukraine
The World Bank, in cooperation with CTC and a group of international experts, is helping businesses and public organisations in Ukraine develop projects that reduce greenhouse gas emissions. This is taking place under the Kyoto Protocol’s Joint Implementation rules.Under Joint Implementation, project owners reduce greenhouse gas emissions and sell the reductions, for instance to the World Bank. The generated revenue from the sale of emission reductions can help finance modernisation of energy infrastructure, production units and other installations that use fossil fuel sources.
The World Bank, with the assistance of CTC, is now identifying promising projects. The World Bank wants to help the project owners develop these projects with the aim of buying emission reduction credits that result from this process.
Owners of promising projects will be invited to a briefing end of March where the World Bank will be present and where we will explain about the development of JI projects andwhere we will work with the invited stakeholders to develop emission reduction projects. During this process, we will assist selected project owners develop the Project Idea Note, which is the first stage in developing JI projects. The World Bank will subsequently help develop the final Project Design Document needed to realise the emission reduction project.
Nordic Environment Finance Corporation (NEFCO) Revolving Fund for Cleaner Production in Ukraine
NEFCO has set up a Revolving Facility for financing of priority cleaner production investments targeted at a specific region in its area of operation, in the first instance Northwestern Russia, Ukraine and the Baltic Countries. The objective of the Revolving Facility is to finance on favorable terms' implementation of high-priority cleaner production investments with rapid payback (not more than three or four years) that yield environmental and economical benefits ("win-win projects"). Such investments provide enterprises with encouraging model projects to upgrade business and environmental performance through low-cost measures.
The Facility is intended to have considerable catalytic effects by demonstrating to other financiers and enterprises that financing of priority cleaner production investments yield environmental and economical benefits. The Facility seeks to address the needs to enhance financing of cleaner production projects that otherwise would not have been implemented.
